In doing so, we will be even better able to deliver the healthcare products and services our customers and their families rely on now and into the future."。     　　新模式实施首日，青岛开创食品有限责任公司为出口委内瑞拉玉米罐头申办的1份原产地证书被青岛大港海关抽中原产地核查。公司操作部主管赵静并没有像往常一样向海关提交产品原材料来源证明以及生产加工工序、记录等相关材料。     　　“这批玉米罐头由位于内蒙古自治区乌兰察布市的一家食品加工企业生产。今年年初，该企业在当地贸促会办理预先核实原产地时，我们的签证人员已对出口的这款玉米罐头开展过原产地核查。”内蒙古自治区贸促会法律部部长苏道介绍。     　　青岛大港海关关员通过中国(山东)国际贸易单一窗口的原产地管理信息互认平台，查询到了乌兰察布市贸促会的核查结果，直接为企业签发了原产地证书。     　　“通过采信互认平台中贸促会的核查结果，我们根据非优惠原产地规则中实质性改变标准的相关规定，做出原产地确定结论并签发了证书。

三 | ”青岛海关关税处处长杨倩说。     　　据了解，因结汇以及国外通关等需要，企业会根据国际贸易客户的指定，选择到海关或贸促会为出口货物办理原产地证书。跨省区经营的大型企业申办原产地证书的签证机构可能涉及多地海关和贸促会。根据相关规定，这些海关和贸促会都可以对出口货物开展原产地核查。

四 |      　　“我们在3个省区设有工厂，并且根据国外客户要求在青岛海关以及山东、内蒙古等地的贸促会申办原产地证书。以前有时会出现海关和贸促会对同一企业的同类出口产品重复开展原产地核查的问题。

五 | ”赵静说，新模式的实施避免了重复核查，缩减了原产地核查频次，每份被核查的原产地证书可以节省1到3天的材料准备或核查等待时间。     　　据悉，原产地管理信息互认平台还具备海关与贸促会原产地签证风险产品和企业信息共享、涉企原产地核查对碰等功能，跨部门实现原产地证书签发“一次核查、结果互认”，进一步便利企业出口享惠、提升原产地签证质量。     　　优惠原产地证书是企业在协定项下享受进口方关税减让的重要凭证，素有“纸黄金”之称。当前，我国出口企业可以在《区域全面经济伙伴关系协定》(RCEP)等23个自贸协定和优惠贸易项下凭优惠原产地证书享受有关国家和地区的关税减让。

六 |      　　数据显示，今年前7个月，山东、山西、内蒙古、宁夏四省区内海关和贸促会共签发优惠原产地证书69.3万份，出口享惠货值2201亿元，同比分别增长19.8%和15.9%。
